update patch to 0.6.0

Update devel/py-pyasn1 from 0.5.0 to 0.6.0 to fix net-mgmt/py-pysnmp breakage.

devel/py-pyasn1 version 0.5.0 introduced an incompatible API change that
affects net-mgmt/py-pysnmp, which was later fixed in pyasn1 version 0.5.1.
