Retire graphics/povray36

graphics/povray36 is slated for removal on 2023-09-30, cf. PR 273298.

This patch does the following:
- remove graphics/povray36
- update graphics/povray-meta accordingly (graphics/povray37 has been the
default for some time now)
- remove povray36 from graphics/Makefile
- update MOVED (I added a comment pointing people towards graphics/povray37 or
graphics/povray38)
