Patch to update devel/mill to 0.11.4

Hi,

as the next release line of the mill scala/java build tool has stablized I made
a patch to update it to 0.11.4.

There are numerous changes since the last 0.10.11 release which are too many to
list here. The changelog can be seen on the following url:
