mail/bsd-vacation: Add a port of the BSD4.3 version of  vacation(1)

Add a new port bad-vacation based on the 4.3BSD vacation(1) command with
additions from NetBSD and OpenBSD.

I tested portlint and followed porters handbook while creating the port.
