Something was changed at least in CMake and now ports use include from
/usr/local/include but links with base OpenSSL.

and probably other ports.
Fast fix for CMake based ports is add: CMAKE_ARGS+=
-DOPENSSL_ROOT_DIR=${OPENSSLBASE}
