Patch for Singular (WIP)

DOCS option is busted, I'm very likely missing something obvious otherwise the
port appears to work as expected

- Switch to upstream release archive (see also recent entry in Porters
Handbook,
https://docs.freebsd.org/en/books/porters-handbook/book/#makefile-master_sites-github)
- Use more framework helpers
- Remove unnecessary and/or deprecated entries in CONFIGURE_ARGS
- Adjust port options
- Do some minor rearragement of port Makefile
