According to https://portsfallout.com/fallout?port=sysutils%2Fbacula11-libs3%24
this port does not build on FreeBSD 14 and later with openssl 3.0.

This fixes the build by telling it to be compatible with 1.1. Hopefully
upstream will provide an updated version in the near future.

NB: if you approve I'm able to commit the fix.
