Patch for votca

Define BOOST_TIMER_ENABLE_DEPRECATED in CXXFLAGS to avoid build failure with
newer versions of Boost library

Compile tested on FreeBSD 13.2-RELEASE (amd64) (make, make check-plist)
Poudriere testport OK 13.2-RELEASE (amd64)
