Without this patch, any cloudinit config that uses a custom (non-OpenStack)
datasource provider, may fail to find the correct data source, as ds-identify
is looking in the wrong place for the configuration.

This should go to both quarterly & main branches, before 14.0-RELEASE so
we don't break cloud provider images.

I'm happy to commit once maintainer approval is done.
