This seems to be related to:

https://github.com/aws/aws-ec2-imdsv2-get/issues/3

When passing an archive via EC2 userdata, aws-ec2-imdsv2-get dumps core due to
"stream did not contain valid UTF-8."

The old method of fetching the configuration data from
http://169.254.169.254/latest/user-data still seems to work fine.
