Add options to choose MPI and BLAS implementations

- Add a license;
- Add options to choose MPI and BLAS implementations;
- Do not bump PORTREVISION because the default remains Netlib
  (excepted static vs shared libs).

Caveat: may install an unneeded liblapack.
