patch to be placed in math/pdal/files

Scenario:
- FreeBSD 12.4 latest amd64
- ports latest
- using portmaster to upgrade pdal-2.3.0_10 to pdal-2.3.0_11

Result:
- Build fails with error: cannot initialize a variable of type
'OGRSpatialReference *' with an rvalue of type 'const OGRSpatialReference *'

Expected result:
- Build should succeed
