Patch for libevent

* Switch to CMake
* Make use of more framework logic
* Drop options, thread support is now mandatory and most if not all distros
ships with OpenSSL support

Compile tested on FreeBSD 13.2-RELEASE (amd64) (make, make test, make
check-plist)
Poudriere testport OK 12.4-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)
