Patch against current net/jose

It seems like the meson issues that originally prevented the linking from
working properly with the default library dependencies have now been fixed and
simply removing the workaround in the patch works in all my tests. So this
patches the patch to remove the workaround and the Makefile to remove the build
restriction.
