Fix PREFIX and portlint warnings

Although my LOCALBASE and PREFIX are both set to /opt, the port stages its
artifacts under ${WRKSRC}/usr/local -- which causes the subsequent install to
fail.

The attached patch fixes this problem, and also moves USES-line higher up to
please portlint.
