Patch to 4.8.0.26

LibSkiaSharp and libvips removed, so removed run_depends associated with them.

The release notes reference that ffmpeg has been updated to version 5.1, but
the version being built is still 5.0. Is there a new custom ffmpeg available
for freebsd?
