The DOXYGEN option seems to do the same thing as DOCS -- at least both are
described as "build documentation". I think DOXYGEN should be retired in favor
of the more standard option.

When DOCS is enabled, check-plist fails.
When DOXYGEN is enabled, check-plist does not fail. Probably because of the
PORTDOCS settings.
