Add %%WSREP%% to pkg-plist entries missing it

Hello,

Two man page files are not installed without the WSREP option, which then
breaks the packaging:
• galera_new_cluster.1.gz
• galera_recovery.1.gz

The attached patch adds the missing %%WSREP%% prefix to the pkg-plist entries. 
Works for me 13.1 AMD64 via Poudriere.
