Note that the DQS feature can be enabled on a per connection basis with code
like this:

    sqlite3_db_config(db, SQLITE_DBCONFIG_DQS_DDL, 0, (void*)0);
    sqlite3_db_config(db, SQLITE_DBCONFIG_DQS_DML, 0, (void*)0);

I suppose a patch that just sets up these options when connecting to the
database should not be too hard to come up with.
