Adds the devel/fsx port

The fsx utility tests file system I/O routines for correctness, with random
input.  This port is a Rust rewrite of the classic C utility, as stored in
freebsd-src in tools/regression/fsx.  It's immediate advantage over the C
version is that it can be installed by pkg, making it usable in CI pipelines. 
But new features are planned for the future, too.
