[Bug 268893] Mk/Uses/python.mk: need a way to specify wheel name != PORTNAME

Then it seems 'USE_PYTHON=pep517' doesn't consider such normalization.

As I wrote in comment #5, wheel filename of 'spf-engine' is
'spf_engine-3.0.2-py3-none-any.whl' as a result of normalization. But at
staging phase framework looks for 'spf-engine-3.0.2-*.whl' as following.
