Update to version 2.11

Update to version 2.11

Rename the port to match upstream naming

Change the name from net/gnu-dico to net/dico

The prefix gnu was added to distinguish this port from the port french/dico

This is no longer needed since the port french/dico was removed from ports few
years ago
