Both emacs 28.2 and emacs-devel 20230101.3, either installed via pkg or ports,
freeze/hang when I attemp to show the multi-lingual hello page (Control-h h)
under GUI enviroment (either gtk/x11 or pgtk/wayland).  If I launch emacs under
TUI (e.g. run emacs with command "emcas -nw"), C-h h does not freeze emacs. 


I tried to install emacs-devel configured with Xft/Xaw3d enabled and cairo/gtk
disabled, this alternative build does not have the C-h h freeze problem. So it
seems that something in FreeBSD's gtk/pango/otf/cairo/emacs ports causes this
problem, as Linux (tested on Debian and Fedora) does not have this C-h h freeze
problem. 

Steps to reproduce the bug:

1. Install emacs-devel or emacs, via pkg or ports 
2. In a wayland or X11 session, launch emacs with command: emacs -Q 
3. In Emacs window, type C-h h keybinding
4. Emacs freezes, with high CPU usage.
