That is some good info right there, you are right, it shouldn't even call
./configure in this case. I'm unsure why it does on my side, I'll have to dig
into that, but yeah, this might only apply to me.

Feel free to close this PR, and sorry that some edge case I hit brought this
up.

I see there is an update to v3.1 pending in PR269391, which comes with
configure flags like --enable-notify to build a notification service, or
--enable-palaver for some palaver quirk support, etc.. Although not part of
that PR, it might make sense to expose that as ports config options in the
future, which would then need to run ./configure.

But for now, sorry for the noise and taking up your time, I'll try to figure
out what's different on my system.
