Diff from current version of net-mgmt/observium

Observium port hasn't been upgrade since a version in 2019, and doesn't work
well with php8.

With this upgrade it works again on my FreeBSD 14 server.

I haven't changed the maintainer field in the Makefile, but if interested I can
do that, and try to update it a few times per year.

The dist file changes after every commit. The version I used for this port can
be downloaded from https://xaa.dohd.org/ports/observium-community-latest.tar.gz
and should also be put on the distfile dir on freefall
