Just to be clear, is this after a fresh reboot? I have many systems running on
FreeBSD 14.0-RELEASE (amd64) and strongSwan 5.9.13 without problems.

Sometimes service strongswan (re)start may produce a similar output if an old
daemonized process is still lurking around.
