Git diff patch for new /usr/ports/net/heartbeat

Robust heartbeat utility for situations where CARP doesn't work, a little bit
similar to freevrrpd, but offering beside multicast also broadcast/unicast,
thus not depending on multicast.

Very useful for example on vSphere virtual machine environments like in our
data center where CARP as well freevrrpd don't run stable and reliable.
