I am not sure who asked for what.

The simplest path is:
1. Modify the port as required even if there are interim updates.
2. Create a ticket in bugzilla
3. Create the git commit with necessary informations including PR, Approved by:
submitter is maintainer
4. Submit the git formatted patch
