update Tor to 0.4.8.5

Update to the new stable release, 0.4.8.5

Drop some obsoleted patches.

Runs fine on 13.2-amd64 in hidden-service and relay mode.

Build-tested on 12.4-i386, 13.2-amd64 and 15-amd64.
