patch to add tipp10 to the ports tree

Tipp10 is a typing tutor and was removed from the ports tree with the removal
of QT4. 
A new fork is being maintained at gitlab that uses Qt6. 
This is a new portfile based on this fork.

Previous port was https://www.freshports.org/german/tipp10/
