Patch for gnustep-base

Backport upstream commit 37913d006d96a6bdcb963f4ca4889888dcce6094 to fix build
with newer versions of libxml2

Compile tested on FreeBSD 13.2-RELEASE (amd64) (make, make check-plist)

Poudriere testport OK 12.4-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)
