Hi, could you remove 'WITH' from the knob in your make.conf?

Your specified TARGET is confirmed by checking Makefile.rule.
$ tail work/OpenBLAS-0.3.20/Makefile.rule
After starting the build process you can get like this.

USE_THREAD=1
TARGET=ATOM
USE_OPENMP=1
BINARY=64
