science/openbabel: add build dependency on perl

openbabel needs perl to build, as can be seen in its data/CMakeLists.txt

On the official builders perl gets installed via transitive dependencies and
default options (x11-toolkits/wxgtk30 WEBKIT=on).

Probably affects quarterly too, not checked.

Attached patch builds fine for me in poudriere (13.2; amd64) with my custom
options.
