git format-patch, graphics/php-facedetect: update and un-deprecate

PHP 8.1 support was fixed upstream.
Bumping GH_TAGNAME to 0e243c5 fixes the problem.

While here, massage the Makefile to make portclippy happy.

I tried it on 13.2-RELEASE with default php81-8.1.18 and it works fine with a
simple face_detect() test.
