Update patch

The new version of BIRD was released this afternoon. I have upgraded and it
seems to run fine, poudriere testport passes and both flavors build fine on
stable/13.  Heads up: the versioning scheme changed from
<epoch>.<major>.<minor> to <major>.<minor>.<patch>.
