Make options for audio backend works correctly

Hello!

As stated in the port options comment, libtgvoip can use PulseAudio or ALSA.
However, both of these libraries are listed as BUILD_DEPENDS and are forced to
be installed on the system.

This patch to the Makefile fixes this problem. And also allows you to
completely disable support for voice calls, if not needed.
