Right now the only workaround is to build without LLVM_BINUTILS set. See
PR258872 for the WITH_LLVM_BINUTILS exp-run, and 
https://github.com/llvm/llvm-project/issues/47468 for the upstream LLVM issue
for "not stripping symbol '.L.str.1' because it is named in a relocation"
