obhttpd 7.1.20220923 libevent fix

After the previous upgrade of the obhttpd port to version 7.1.20220923
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=266572 I found issue with the
version of libevent. Downgrade libevent to the previous working version until
find working solution.
