Could you try shown below? . Worked successfully for me on FreeBSD 12.2 Stable

Wireguard-kmod and vxlan not works together i experienced.

pkg remove wireguard-kmod
pkg remove wireguard-tools

pkg install wireguard-go
pkg install wireguard-tools

kldunload if_wg

wg-quick down wg0
wg-quick up wg0


i think it will work for you if not please share tcpdump -i wg0 and tcpdump -i
vxlan700
