Changes:

* use CARGO_ENV=RUSTC_BOOTSTRAP instead of lang/rust-nightly
* remove Cargo.lock patch because it is fixed automatically

I can move that, but portclippy still recommends PLIST_FILES to be under the
CARGO_* variables. Is it necessary to move it?
