Patch to upgrade port to Tuptime 5.2.1

Hi,


Tuptime have a new release (5.2.1) and it would be nice to have it on FreeBSD.

Changelog:

  * Return -e option as an argument for --dec decimals                          
  * Add rc script for OpenBSD and update installation doc                       
  * Deprecate --pctl option                                                     
  * Adding -E, --exclude option                                                 
  * Print longest uptime and downtime values on default output                  
  * Code refactoring
