Try "wine64 winecfg" on a clean WINEPREFIX.

If not, also try:
sysctl kern.elf32.aslr.enable=0
sysctl kern.elf64.aslr.enable=0

This could be the problem.

The Port has already been doing PE builds since wine-devel 7.1.
