Patch for mosh

Use upstream release archive as recommended by Ports Handbook (USE_GITHUB
section)
Add LICENSE_FILE entry
Remove Autoreconf dependency and Perl is now needed for building
Remove USE_CXXSTD as upstream defines -std=gnu++11

Build tested on 13.1-STABLE (amd64)
Poudriere testport OK 12.3-RELEASE (amd64)
Poudriere testport OK 13.1-RELEASE (i386)
