Update to 4.13 breaks point-and-print in windows clients.

/var/log/samba4/log.smbd:
../../source3/rpc_server/rpc_server.c:1086(dcesrv_auth_gensec_prepare)
dcesrv_auth_gensec_prepare: Failed to prepare gensec:
NT_STATUS_INVALID_SERVER_STATE

On windows client i get error 0x0000047 when i click printer share. This
happens only with regular users. Administrators are able to print as before.

Rollback to 4.12 eliminates this problem.

I have allowed to regular users to install printer drivers in GPO.
Point-and-print works with no warning in 4.12, but fails in 4.13.
