fixed patch file

On FreeBSD 12.3-RELEASE-p6 amd64, science/py-tensorflow fails to build with
link error, `undefined symbol 'environ'`.  The patch
`files/patch-tensorflow_BUILD` seems incomplete.  The fixed patch is in the
attachment.
