mongrel2-1.13.0.diff v0

- Use MASTER_SITES
- Unbreak on 13.1 and 14 current
- Unbreak on armv{6,7}, mips{64} and powerpc64 *not* tested
- Remove MAKE_JOBS_UNSAFE
- testunit OK
- Pet portclippy

Could you please do a test run because I'm not familiar with this program?
Are you willing to be maintainer of this port?
