Add www/ncgopher

New port: ncgopher is "A gopher and gemini client for the modern internet".

This is a Rust application that runs in a terminal.
The port has been tested with poudriere testport (with poudriere-devel, to
avoid having to compile rust).

Targets the latest available release on GitHub.
