patch to add new x11-wm/devilspie2 port

Devilspie2 is based on original Devilspie, replacing its configuration file
syntax with Lua based one, easier to maintain.

Devilspie2 port is based on original Devilspie port, tuned to changed sources
in the process.

Used here for some time with no problem, i.e. it builds and runs as expected.
