patch to allow rc.d script setting tinc networks to operate on from the
commandline

The rc.d script only operates on tincd_cfg settings from rc.conf. The attached
patch changes this to use network names to work on from the commandline (if
given), otherwise falls back to the default operation on all networks defined
in rc.conf.
