Commit description for 1.22.0_3,2 says PCRE1 will be kept as default PCRE
version for now.

However, neither PCRE1 or PCRE2 is defined as a default, which results in a
failed build when nginx is updated.

One needs to make config, and select either PCRE1 or PCRE2.
